SRFed Story & Heritage
- Founded in 2019, South River Federal Solutions LLC (SRFed) draws inspiration from Maryland’s South River and the historic Thomas Point Lighthouse, a steadfast beacon at the mouth of the Chesapeake Bay.
- Just as the lighthouse guides ships through uncertain waters, SRFed guides organizations through the complexities of federal contracting with clarity, integrity, and confidence.
- The company’s nautical identity honors founder Matthew Tarjick’s grandfather, Raymond M. Tarjick, who served aboard the USS Columbia during World War II (1942–1945). His courage and dedication to duty inspire SRFed’s motto — “Navigate with Confidence.”

Meet Our Leadership Team

Matt Tarjick
Managing Director | CEO
Matt has over 25 years of experience in the government space, including 13 years of financial management experience, primarily leading as a military officer. He has experience as a hospital CFO, and unique perspectives through time spent working with DHA as both a government employee and as a contractor. Matt has built SRFed to maintain our reputation as the firm of choice for resource management, financial management, and management consulting. He has a B.S. in Economics from the United States Military Academy at West Point, an MBA from Carlson SoM at the University of Minnesota, and a Master’s in Government Information Leadership from the National Defense University.

Paul Scace
COO
Paul has five years of government contracting experience, through time spent as a Project Manager and as a Corporate Strategist. He also offers a unique perspective with five years of government experience as a military officer. He specializes in finance, leveraging his time spent as a Private Equity Analyst. Paul has a B.S. in Economics from the United States Military Academy at West Point, and an MBA from Kellogg at Northwestern University.

Garrett Alarcon
Director of Analytics & Innovation
Garrett is a proven leader in operations research, data analytics, AI, and strategic planning. A former U.S. Air
Force officer with nearly a decade of experience, Garrett has spearheaded transformative initiatives,
including multi-billion-dollar strategic plans and enterprise-wide data and analytics solutions that advanced
Air Force modernization. His expertise lies in turning complex challenges into actionable solutions, driving
innovation, and delivering measurable results in mission-critical environments.

Kyra Ennis
Sales & Marketing Lead
Kyra has been with SRFed since April of 2023. She is currently pursuing a Bachelors in Health Services Administration with a Business minor at Xavier University and is set to graduate in May of 2024. She comes to SRFed with previous experience as a Professional Recruiter and Sales Manager. She is gaining government contracting experience through her previous role as Healthcare Administrative Support Lead and now Sales and Marketing Lead with SRFed.

Leah Hanson
Administrative Director
Leah has three and a half years of experience as a military officer. She served in roles specializing in logistics, distribution, and management. She is gaining government contracting experience through her position as both administrative director and delivery manager. She has a B.S. in Law and Legal Studies from the United States Military Academy at West Point.

Amanda Heiserman
Corporate Project Manager
Amanda has been with the government at the state and federal level for over a decade. She has a Masters of Public Administration and specializes in Government and Policy. She comes to SRFed after being an Army Civilian for the last five years as a Logistics Product Manager, where her primary goal was the acquisition of new weapons systems. Amanda has a successful track record with as a manger dealing with PPBE, procurement, and vendor contract management.
